
The Congress of Mexico City approved with 41 votes in favor, 13 against, and zero abstentions the bill that establishes the return of the permanent driver's license in the capital of the country. The measure, proposed by the Head of Government Clara Brugada, will allow drivers to apply for it between November 2024 and December 2025, at a cost of one thousand five hundred pesos. Once published in the capital's Gazette in November, the process to obtain the card can begin, which will be available to those drivers with at least three years of experience behind the wheel.
The reintroduction of the permanent license aims to simplify procedures, prevent corruption, and strengthen security in Mexico City. Although motorcyclists will not be able to obtain this type of license, it is expected that at least 800 thousand motorists will start the process. It is estimated that in the first year around one billion two hundred million pesos will be collected, funds that will be allocated to the creation of a public trust to finance transportation and mobility infrastructure projects, as well as a road safety program in collaboration with civil society.
During the debate on the bill, the National Action Party (PAN) criticized the measure, considering it merely revenue-generating and contrary to promoting the use of alternative and environmentally friendly means of transportation. Other legislators pointed to the high number of traffic accidents in the city and proposed that the permanent license include a renewal process to ensure drivers' capabilities.
Meanwhile, the deputies from Morena, PT, PVEM, and PRD supported the reintroduction of the permanent license, arguing that it seeks to combat corruption, modernize procedures, and promote safe mobility. It was highlighted that foreign countries already have this type of license and efficient infrastructure regarding it. The resources obtained will be allocated to mobility and road safety projects in the city.
As requirements to obtain the permanent license, it is established that the applicant must not have a history of serious traffic-related offenses or recent sanctions under the "Drive Without Alcohol" program. The license may be revoked in cases of accidents with victims, accumulation of monetary fines, invasion of exclusive lanes, among other reasons.
